European Network engaging CIvil Society in Low Carbon Scenarios


Project period : April 2009 to September 2011
ENCI-LowCarb is a European project financed by the 7th Framework Program for research of the European Commission.
Network on Low Carbon Scenarios
One objective of the project is the creation of a European Network on Low Carbon Scenarios composed by CSOs (Civil Society Organizations) and researchers in order to establish a lively exchange on existing energy scenarios and best practices already applied today and indispensable to meet the requirements of a low carbon society.
On this web site a database of persons working on energy scenarios will be available online. The organization of regular seminars will furthermore facilitate communication among researchers and CSOs interested in scenarios with strong CO2 emission reductions by 2050 respecting the 2°C limit of global temperature rise as well as a fair share of reductions in the EU countries.
Scenarios for Germany and France
In the core of the project is the development of low carbon scenarios for Germany and France with an ambitious greenhouse gas emission reduction target. These scenarios shall respect the 2°C limit of global temperature rise and be focused on energy efficiency and renewable energies without being based only on risky non time-proven technologies.
In an iterative dialogue between
- macroeconomic models developed by research institutes (IMACLIM-R in France and REMIND-R in Germany) evaluating different panels of policies and their economic impact on sectoral activity, on employment and on prices of goods
- and roundtables gathering economic stakeholders (trade unions, consumer associations)
a set of policy measures reaching a compromise among the stakeholders will be worked out.
Analyzing the social acceptance is essential because scenarios inducing a switch to a low carbon society can be origin for social distortion and are likely to impact different sectors in an unequal manner. These potential areas of conflict will be assessed in order to find out political measures capable to balance the negative social and economical impacts.
The adjustments formulated by the stakeholders constitute a new set of policies and technological choices, which will be presented to the modelers who will run again an economic assessment.
The final outcomes of these discussions will be bundled and translated in a set of policy measures, necessary to escort the transition of our today high-carbonized society to a climate friendly one.
